The Information Security Education & Awareness (ISEA) Project designed with a targeted approach for development of human resources for safe, trusted and secure cyber space. The project is envisaged to generating highly skilled & certified cyber security professionals (CISOs, Dy. CISOs, Associate team of CISOs/Aspirants), grooming students towards products & solutions development in cyber security, strengthen research & education in advance/emerging areas of Information Security, Cyber Aware Digital Naagrik program aims to reinforce cyber hygiene, cybersecurity, and privacy at the national level across various segments of the population. cyber awareness program that aims to educate Digital Naagrik about safe and secure digital practices at different levels starting from Children, Teens, Youth, Teachers, Women, Parent, Senior Citizens, Government Employees, NGOs, Common Service Centres(CSCs), Micro Small Medium Enterprises (MSMEs) through Mass awareness programs, user engagement programs and role-based awareness progression pathways that will help to establish career pathways in the domain of cybersecurity. The project would be implemented through 50 premier academic institutions (IITs/NITs), autonomous organizations of MeitY (C-DAC/NIELIT) and Technical Universities in a hub-n-spoke model to facilitate co-creation of knowledge, courses, tools, products/solutions, etc. C-DAC, Hyderabad is designated as Program Management Unit (PMU) to drive/support implementation of the project besides nodal agency for implementation of training & certification of CISOs, mass awareness and common infrastructure & shared resources verticals respectively. ISEA is reaching out collaborate with individuals, Government organizations, NGOs, CSCs, CSR organizations, Stat Ups, Industry partners and technology organizations and international NGOs to transform digital citizens into Cyber Aware Digital Citizens on a national scale through an Expression of Interest (EOI).

  •   2.Objective of the EOI   

    The objective of this Expression of Interest (EOI) is to invite application from eligible organizations and institutions interested in collaborating with ISEA for the development and dissemination of cyber security education, awareness, and capacity building initiatives.

  •  

    To facilitate the grassroots execution of diverse awareness initiatives within the project, we are seeking collaboration at the national, state, and district levels. We invite individuals and organizations to support us in the following areas for the effective implementation of our initiatives at National level.

    Interested organizations may propose collaboration in one or more of the following areas:

    1. Development of cyber security and digital awareness content through crowd sourcing platforms.
    2. Outreach activities such as workshops, seminars, and webinars.
    3. Support for development of multimedia-based cyber awareness videos, including games and interactive learning modules.
    4. Joint development of cyber awareness and cyber security courses for digital users across various demographic segments.
    5. Promotion of cyber awareness through social media platforms, mobile applications, and digital campaigns.
    6. Capacity building and skill development programs for students, professionals, and government personnel.

    The collaboration initiatives under ISEA aim to benefit a wide range of stakeholders, including but not limited to:

    • Children, youth, teachers, parents, Women , and senior citizens
    • Government employees and public sector organizations
    • NGOs, Common Service Centres (CSCs), and MSMEs
    • Students and professionals aspiring for careers in cyber security

    The EOI is open to the following entities:

    • Academic and research institutions
    • Industry partners and technology organizations
    • Start-ups and MSMEs working in cyber security and digital technologies
    • Non-governmental organizations (NGOs) / Trusts and not-for-profit organizations
    • Individual Training provider’s / content developers, and Edtech platforms

    Collaborating partners are expected to:

    • Contribute domain expertise, resources, and innovation
    • Develop high-quality, inclusive, and accessible content aligned with ISEA objectives
    • Participate in joint planning, implementation, and evaluation of activities
    • Ensure compliance with applicable guidelines, standards, and policies of C-DAC /ISEA

    Interested organizations are requested to submit their Expression of Interest containing:

    • Organizational profile and relevant experience
    • Proposed areas of collaboration under ISEA
    • Brief concept note outlining approach and deliverables
    • Details of key personnel and technical capabilities
    • Any additional information supporting the proposal

    EOIs will be evaluated based on organizational capability, relevance of the proposed collaboration, past experience, and alignment with the objectives of the ISEA Project. Submission of an EOI does not guarantee selection or funding.

    The collaboration will remain valid for an initial period of three years, subject to annual review based on performance, responsiveness, and continued relevance. The collaboration shall not confer any right to receive funding or guaranteed assignments. Collaboration shall be project-based, voluntary, and guided by mutual understanding and shared objectives. The C-DAC reserves the right to withdraw collaboration in the event of non-performance, misrepresentation, or violation of the terms of engagement

    • This EOI is not a Request for Proposal (RFP) or tender and does not commit C-DAC/ISEA to any financial or contractual obligation.
    • C-DAC/ISEA reserves the right to accept or reject any or all EOIs without assigning any reason.
    • Further engagement may be subject to detailed discussions and formal agreements.
    • Depending on the project needs, further collaboration may be pursued, and a separate
    • Memorandum of Understanding (MoU), Letter of Understanding (LOU), contract, or other formal agreement will be executed
    • Financial aspects will be discussed in accordance with project guidelines, DAVP-approved rates, and C-DAC norms, if any.
